[BITList] Copper Wire Thieves

I belhieve this guys did not know what they were doing

Thieves in downtown Dallas, while trying to pull a copper wire out of a
conduit, discovered that the 13,000 volt circuit was LIVE. Note the bolt
cutter and the copper wire on the ground in one pic and snips in
another.
My guess is they didn't feel a thing! You can't even tell if they
were Black
or Mexican, but they are 'well done'.
